Description of bug (minimal example by Enrico Gregorio)

compile using latex, then use

dvips -E -o file.eps file.dvi

now file.eps has a very wide bounding box

versions:

> latex -v
pdfeTeX 3.141592-1.30.4-2.2 (Web2C 7.5.5)

> dvips -v
