[tex-live] Ruby interpreter for Windows in the TeXLive distribution?

OS/2 and Linux do not display the file name correctly but can at least
rename the file. Windows displays the file name correctly (the locale can
somehow be geussed) but when trying to open it or rename it, it complains
that the file does not exist. This is the difference.
