I'm afraid there is no specification for LaTeX (or TeX) in the same
sense.  I wish there were.  Not a formal standard, that would be crazy,
but a reference manual extending Sheldon Green's old document,
http://www.giss.nasa.gov/latex/, which only covers a small fraction of
core LaTeX. 

There is a framework for such a project at www.miwie.org/tex-refs, but
progress seems to be slow to nonexistent of late.

Glad the install finally worked.  It seems a mystery why it took so long.
