[tex-live] ltxdoc.cfg

Hi, I have just noticed the following:

dak at lola:/$ locate *2005*/ltxdoc.cfg
/usr/TeX/2005/texmf-dist/doc/latex/subfigure/ltxdoc.cfg
/usr/TeX/2005/texmf-dist/tex/latex/subfig/ltxdoc.cfg
/usr/TeX/2005/texmf-dist/source/latex/captcont/ltxdoc.cfg

This is pretty much inacceptable in my book.  The given packages have
no business defining (and overriding!) the default configuration for
TeXlive.  And if you look at their contents, they decidedly mess
around with ltxdoc's settings in a nontrivial manner.

There should just be one ltxdoc.cfg on a system, and it should likely
be identical, on delivery, with the settings with which the TeXlive
documentation has been compiled.  It might make sense, upon changing
the paper format of a distribution, to change ltxdoc.cfg accordingly
(or have it input a file where this information is stored).
