I never have in my life, but I surmise it's something auctex does :).

    It would be nice if one had a -first-line-file=whatever option

I'm not sure I understand.  The idea is that the user says
-first-line-file=whatever, and tex looks at the first line of
whatever.tex for %& before parsing anything else?
