[tex-live] mktexfmt problem

BUT: I have a different question now:

I have a adapted language.dat file in /var/lib/texmf/tex/generic/config
and the original one /usr/share/texmf/tex/generic/config

When I call fmtutil-sys the language.dat from the /usr/share tree is
taken:

$ kpsewhich language.dat
/var/lib/texmf/tex/generic/config

but if I do the same like the fmtutil-sys:
$ v=`kpsewhich -var-value TEXMFSYSVAR`
$ c=`kpsewhich -var-value TEXMFSYSCONFIG`
$ TEXMFVAR="$v"
$ TEXMFCONFIG="$c"
$ export TEXMFVAR TEXMFCONFIG
$ kpsewhich language.dat
/usr/share/texmf/tex/generic/config/language.dat

I definitely do not understand this, can you help me?
