[tex-live] aleph for TL

Thanks to Giuseppe I've introduced _minimal_ docs for aleph in p4 depot.
I also moved .ini files from texmf-dist/aleph to texmf-dist/tex/aleph/
(following TDS). tpm for aleph is still missing and waiting for a better 
time.
Notes:
1. should lambda.ini rather go to tex/latex/config/ ?
2. the same with aleph.ini -> tex/plain/config/
as an example of hesitations:
tex/latex/config/mllatex.ini, pdflatex.ini etc.
tex/plain/config/etex.ini, pdftex.ini, but
tex/mltex/config/mltex.ini

For texmf.cnf generated from source.... we need TEXINPUTS.aleph 
(and TEXINPUTS.lambda change; .elambda, .eomega, .pdfemex to remove)

fmtutil.cnf: aleph and lambda entries; pdfetex and pdfemex* to remove

Ps. I hope that's nothing wrong that lambda uses now aleph engine
instead of omega.
