Vpe.pl occurs in texmf-dists/scripts/oberdiek/

Imho, texmf-dist will be "clean" (in some sense at least) the day people
will submit packages in TDS form to CTAN and TeX distributions will be able
to download them "as-is" (ie: preinstalled).
