I've just submited some new binaries for i386-linux covering last changes.
As for the TL schedule, nobody knows... My guess is that:
1. pdfetex promoted finally to 1.20a (no rc...)
2. texconfig modified to working with VARTEXMF
3. stable win32 installer
4. get rid with info/man pages and their html versions
