[tex-live] For Sebastian: Is there something wrong with your scripts?

    I find so many changes
            rahtz at tug *pending* 'regenerated by /home/tlprod/Mas'
    every day one of it since 2004/08/06. 

Turns out this is because there were no changes necessitating new tpm's.
The script hadn't anticipated that :).

I changed it (Master/Tools/tlrebuild) to not run p4 submit if there are
no changed files.
