[tex-live] locale dependent writing to log/terminal is *broken*

I recompiled & submitted the binaries for irix6.5 and solaris2.7.

Compilation for solaris was done without mminstance (for which
the configure is broken); is that important wrt to the patch?
I don't have much time to investigate this...
