I know it's non-trivial. The latest MiKTeX has the exact same problem, but 
unlike web2c it doesn't say anything about being another TeX:

The problem has been re-reported to the maintainer of MiKTeX as well. But 
as you say this is not a crucial bug as source specials aren't needed for 
the final version of a document.
