The same example fails when run with i386-linux and mips-irix6.5.
Below is an excerpt from a run on a linux box:

# which bibtex8
/tmp/TeX/bin/i386-linux/bibtex8
# kpsewhich -progname=bibtex8 -show-path=bst
.:!!/tmp/TeX/texmf-var/bibtex/bst//:/tmp/TeX/texmf-local/bibtex/bst//:!!/tmp/TeX/texmf/bibtex/bst//:!!/tmp/TeX/texmf-var/bibtex/csf//:/tmp/TeX/texmf-local/bibtex/csf//:!!/tmp/TeX/texmf/bibtex/csf//:!!/tmp/TeX/texmf-var/bibtex///:/tmp/TeX/texmf-local/bibtex///:!!/tmp/TeX/texmf/bibtex///
# bibtex8 btxdoc
Error: cannot open CS file: 88591lat.csf
The top-level auxiliary file: btxdoc.aux
I couldn't open style file plain.bst

Reason: No such file or directory
---line 24 of file btxdoc.aux
 : \bibstyle{plain
 :                }
I'm skipping whatever remains of this command
I found no style file---while reading file btxdoc.aux
(There were 2 error messages)

It doesn't seem to have helped (I added these extensions to texmf.cnf
used in the example above - see expansion of -show-path=bst).
