[tex-live] LaTeX advice needed

You will have no problem running LaTeX and emacs
on your Windows box. You can get everything you need by
installing the TeX Live CD, or MikTeX. Look at http://www.tug.org for
instructions on download. If
you know how to burn CDs from an ISO image, 
you can download a CD image and get it all working
in an hour or two.

Your application does sound very suited to TeX.
