[tex-live] opinion requested about Perl

There are various Perl scripts in the TeXLive distribution, and Perl is
not something found very often on Windows machines. As far as possible,
I would like to provide some standalone distribution, not relying on the
installation of external tools. As long as Perl is concerned, I have 2
options:
- compile the scripts with ActiveState Perl compiler into .exe files,
this proved to be safe and was used on TL7 (however the compiler is
US$195 by itself, thanks to Hans Hagen for providing access to it but I
need to upgrade it)
- put some Perl version in the distribution, which is quite easy, since
I compiled regular Perl 5.8.0 + a bunch of goodies (win32 support, XML,
Tk, etc). The package is quite large: 40Mb and I don't know of any easy
way to limit it to what is required by the Perl scripts from TeXLive.

Any idea on what is the most convenient solution ?
