[tex-live] texlive and babel/french/frenchle

Hi friends!

Is there something strange going on? Compiling a simple file
\documentclass{article}
%\usepackage[T1]{fontenc}
%\usepackage[latin1]{inputenc}
\usepackage[french]{babel}
\begin{document}
Héllo World
\end{document}

(tried with/without fontenc/inputenc) produces strange results:

Looks like there is something in the TeX output before begin{document}

Using fontenc T1 gets rid of the first error message, but the second
stats the same:

Can someone enlighten me what went wrong in TeX live at the moment?

On a different system with tetex (debian woody) it works without any
problems, mainly because is does not use lefrench, but babel files:
