I have the same warnings for teTeX 2.0 RC1. I won't be fixing these const warnings in the texinfo source for this release. (Eventually I'll switch all the sources to using ANSI C, but not now.) FWIW, they don't happen for me, for some reason, maybe a different installed gettext? I'm using the latest, 0.11.5. Anyway, they are harmless.
