[tex-live] p4ftpd and passive ftp

The testing done here a little while ago confirms this:
- initially, none of suggested connections worked
- when we logged onto a machine in another dept. where the firewall 
hasn't been set up yet, 'wget' worked perfectly. 
- finally, we did a bit of 'tweaking' at our site and wget works now.
