BibTeX is described in Appendix B of both editions of the LaTeX Users
Guide and Reference Manual, and in Appendix B of Kopka & Daly's Guide
to LaTeX2e, 3rd edition.

BibTeX is stable, and there is no need to update the documentation.

It is also completely independent of TeX and LaTeX; it has been, and is,
used for bibliography formatting for other typesetting and document
formatting systems.
