The default config.ps that is installed with TL 2010 (and for some
previous years, I'm pretty sure), has the "o |lpr" line commented out,
and therefore output is to a file by default, not a printer. Perhaps
you have another config.ps somewhere that is overriding that, or
environment variables, or ...
That is, in my standard installation from the TL 2010 release, if I run
dvips foo.dvi, output goes to foo.ps, not lpr.
