    would be surprising to run "dvips" on a .dvi file, get a "missing TFM" 

It would be surprising to run dvips on a .dvi file and get a missing tfm
error at all.  (I can't remember this ever happening to me.)  The vf
case I mentioned is the only theoretical possibility I can think of.

Eddie, do your packages use dvips to create tfm files via mktextfm?  Or
just tex itself?  Do you use virtual fonts?

Tom: indeed, there is no mktexofm, or any of those other Omega formats.
At least I see no sign of it in kpathsea/tex-file.c, which is where all
that stuff gets invoked AFAIK.
