[tex-k] web2c-7.5.4, tetex-2.99.10-beta -- patches and problem

I just wanted to strenuously agree with this point:

Could someone explain the rationale for moving TEXMFHOME back to secondary 
position?  Or if this change was unintentional, please restore TEXMFHOME coming 
first.  The current behavior goes against what people normally expect, and what 
tetex/web2c has done in the past, and makes my life more difficult as a 
distributor of TeXware.
