It works as expected with the current teTeX based on Web2C 7.4.5.

In recent versions of teTeX mf is a symlink to mfw and there is an
other binary mf-nowin, which doesn't require a GUI. The latter is
intended to be called from scripts to generate fonts in background.

I recommend to make mf the binary with window support, so that mfw can
be replaced by a script which issues a warning before executing mf.

Then mfw can be removed completely in a few years.  Olaf, what do you
think?
