Do you mean that no file is created on disk? Perhaps you need

dvips dvifilename -o

Without an argument, -o will produce a default .ps filename. You can
give it an argument if you want a filename other than the default.

The default output of dvips is set in texmf/dvips/config/config.ps,
and it might be set to a printer rather than a file at the moment.
