This does change the existing behaviour and users might already depend
on it, e.g. LaTeX users who use the mylatex package:

  latex \&mylatex foo

There is no TEXINPUTS.mylatex and users will get the default TEXINPUTS
setting instead of TEXINPUTS.latex.
