[pdftex] Producing PDF/X-1a:2001

The largest digital printer around, LSI, requires that pdf files be 
converted to the old  PDF/X-1a:2001 standard. This is silly, but they 
are the 800 pound gorilla in digital (POD) printing.  As a result, 
lots of copies of Acrobat Distiller are sold solely to make this 
conversion.  If the file doesn't say PDF/X-1a:2001 then they will 
rasterize it as they convert it which plays merry hell with barcodes.

Is there a way in the TeX/Ghostscript world to convert to this 
standard without resorting to Distiller? If not, could it be added to 
pdftex output  without much trauma?  It is effectively a subset of 
PDF 1.3 or so I am told.
