While its syntax is the same as the other message commands, so is
the syntax of special. And it doesn't seem to do anything like what
the other <message command>s do: In mpost version 1.005 of TeXLive
it emits no message, merely changing the final list of output files.

Why would that make it deprecated?
What are the other reasons?
What will replace it?
