Please, look up this section in the manual. But briefly "2" gives you
a proper eps but without fonts, whereas "3" also has the fonts embedded.

The meaning of "2" was defined as: positive, but not "1" (i.e. not
troff mode). And that applied to all positive numbers, not just  "2".
