[OS X TeX] Installing the Velthuis package

Hi all,

I have just installed TeX on my new MacBook Pro via the MacTeX-2007  
Package at

<http://www.tug.org/mactex/>

I want to install a package as well, namely the Velthuis package found  
here:

<http://www.ctan.org/tex-archive/language/devanagari/velthuis/>

However, and this may be a silly question, the installation did not  
create a ~/Library/texmf folder, which I expected that it would.  It  
is safe to simply create such a folder with tex and latex subfolders,  
and then put the files in the appropriate places?
