I'd use a free Adobe product ...

In LaTeX you can reserve an area with a picture environment in which  
the picture is included. With \vspace* and \hspace* you can position  
text where the picture is. One problem is left: although the  
"picture" has blank areas, these are not necessarily transparent,  
i.e., your text can be put under the picture ...
