[OS X TeX] File paths

Quick question:

Let's say I have my BibTeX master file in the directory
~/Documents/master.bib, while my working directory is elsewhere.

The command \bibliography{~/Documents/master}{} to generate the
bibliography doesn't seem to be able to find the correct master file.
Why is this?

Note that if I move the master file to within the working director, it'll work.
