on my installation it is here:
etesian:~ jan$ kpsewhich texmf.cnf
/usr/local/texlive/2007/texmf/web2c/texmf.cnf
the kpsewhich command should give you the right path for your
installation, assuming the file is there.
you could also try to add \usepackage{etex} to your preamble.
hope one or the other will work.
