I posted an Info.plist that does this for TextMate here.

To use:

1) quit TextMate
2) control-click on TextMate's icon
3) choose "Show Package Contents"
4) select the Info.plist file inside TextMate's bundle
5) hit cmd-d to duplicate it in Finder
6) replace the original Info.plist with the new one (rename it  
Info.plist)
7) move TextMate to your Desktop, then back to its original folder

Notes:

1) this will likely break next time you install TextMate
2) make a backup of the original Info.plist
3) this might break something now or in future; no warranty implied on  
my part
