[Fontinst] T1/fcd/m/sc has wrong glyph for \v{z}, ! in \~{[C-LR-Zc-LR-Z]}

Using OT1 \v{z} is correct, the ~-lized characters are that too.

The SmallCaps font fcdrc8t indeed has at '272/"AA instead of ž the & ...
~ at '176/"7E ist ~ ...

Can't it be that fontinst becomes fooled seeing real SmallCaps? And the 
real SmallCaps are mostly used: in the test texts about Mr. & Mrs. 
Leland Stanford there is just the normal difference between the 
uppercase and the lowercase characters, none of them appears to be 
bolder as it happens with faked SmallCaps. (As a minor difference some 
accented characters are obviously themselves [they have a different 
ogonek or cedille], and probably those with a bolder dieresis, french 
accents or hungarumlaut are themselves too [which should ask the 
designer: why are these accents different from the SmallCaps accents 
provided?].)

Does this meager snapshot help a bit?
