If I interpret correctly the changes entry at the end of ot1c.etx (which I
ought to, since it was I who wrote it), the code concerning
smallcapsextraspace and smallcapsspacing has been obsolete for a _very_
long time (we're talking pre v1.3 here) since those integers are used by
latin.mtx, not by the VPL writer.
