letterspacing

Sorry everyone, it's been a while since I used fontinst and I had
forgotten the semantics of \setint (i.e. it's analogous to
\providecommand rather than \(re)newcommand).  I had fallen into the
trap of assuming that the name of the command described what it did.

I tried setting smallcapsspacing, but that didn't seem to have any
effect.  (I guess you have to set something else as well.)  Setting
letterspacing did work, though, and I now have exactly what I wanted.
