A few bugs cropped up in tlmgr after the release of TeX Live 2008 in August 2008.
People using tlmgr should first read these
instructions

updating tlmgr with MacTeX 2008, if downloaded before December 29, 2008 (and BasicTeX 2008 too if downloaded before December 9, 2008) before using it to update the TeX distribution.
