Unfortunately, Alan is right:

It is currently impossible to make a lost char a true error which stops 
TeX.

One can improve the situation a little by setting \tracingonline=1 to have 
the Warning also in the screen output, but that's all one can get.

I still think, this kind of behaviour is better than having no warning at 
all, since it allows for searching the error message in the log-file (but 
who thinks of that, really?).

Making lost characters an error by setting \tracinglostchars=2 seems a 
sensible extension to suggest to the e-TeX team.
